How to make a photo look like a scale model
The miniature illusion is not really about blur, it is about implying a camera that was very close to a very small thing. When you photograph a real toy from thirty centimetres away, the depth of field is only a few millimetres deep, so a narrow band of the model is sharp and everything in front of and behind it falls away fast. Your brain has learned that pairing, and when it sees a photograph of a city with that same focus signature it concludes the city must be tiny. That gives you three practical rules. First, shoot or choose a picture taken from above and at a distance, because the effect collapses on anything shot at eye level; a photo looking down a street from a bridge or a window works, a photo taken standing in that street does not. Second, keep the sharp band narrow and put it exactly on your subject, then let the transition be generous rather than abrupt. A hard-edged band betrays itself instantly, because real defocus never switches on at a line. Third, push saturation further than feels correct. Scale models are moulded and painted in saturated plastic colours, so the extra colour is doing as much work as the blur is, and a tilt shift with realistic saturation usually just reads as a photo with a soft background. Why graduated blur beats a cross-fade
A cross-fade is not defocus
The obvious way to build a tilt shift is to blur the whole picture once at full strength and then mix between the sharp original and that blurred copy according to distance from the focus band. It is simple and it is wrong, because a fifty percent mix of a sharp image and a heavily blurred one is not a half-blurred image. It is both images at once. Every hard edge keeps a sharp step at half brightness with a wide soft halo sitting around it, which is exactly what a double exposure looks like and nothing like what a lens does. This tool builds three blur levels instead and walks between neighbouring ones, so each stage of the transition mixes two similar images rather than two opposites. On a black to white test edge at the halfway point, the cross-fade left an abrupt jump of 131 levels between neighbouring pixels while the graduated version left 13, which is the difference between a ghost and a defocus.
Smooth ramps, and no dark frame
Two smaller details decide whether the transition survives close inspection. The first is the shape of the ramp: if focus falls off linearly, the rate of change jumps at both ends of the transition, and the eye is extremely good at spotting that as a faint crease running across the picture. A cubic smoothstep ramp starts and stops at zero rate, so the falloff has no detectable beginning. The second is the blur itself. I can see a line where the blur starts
Your transition is too narrow for the blur strength you chose. Widen the transition slider, or lower the blur.
It just looks like a blurry photo
Two likely causes: the photo was taken at eye level, or your saturation is still realistic. Try a high-angle shot and push the extra saturation up.
The background looks smeared, not defocused
The blur radius is too high for the image size. Bring it down; heavy blur on a small image reads as a smear rather than shallow depth of field.
The sharp band is not on my subject
Focus position is a percentage down the frame, not a click point. Adjust it while watching the comparison slider until the band lands where you want.

Why is the blur measured in pixels rather than percent?
Because blur is a physical operation on the pixel grid. That does mean the same number looks stronger on a small image, so check the preview rather than reusing a value across very different resolutions.
