A PDF keeps several photos together as one document, in a fixed order, at a fixed page size. Portals, offices and colleges ask for PDF because it opens the same way on every phone, computer and printer, and because one file with five pages is easier to check than five separate images.

A PDF also prints properly. A photo printed on its own can come out cropped or tiny, while an A4 PDF page prints exactly as you see it, with the picture centred and a clean margin. And unlike a folder of images, a PDF cannot be accidentally reordered by the person who receives it.

To combine multiple JPG files into one PDF, simply add them all at once. Every picture becomes a page in a single PDF, in the order shown. There is no limit of two or three files as in many free tools; add a whole folder of photos if you need to.

Order matters for documents, so arranging pages is easy. Drag a picture to move it, or use Sort to order the photos by name, newest first or oldest first. Undo and Redo (Ctrl+Z and Ctrl+Y) are always there if you change your mind.

If you would rather have a separate PDF for every photo, open More options and choose One PDF per picture. You then get a ZIP with one PDF for each image, named after it. To join PDFs you already have, use Merge PDF.

With Original quality, your JPG photos go into the PDF exactly as they are, byte for byte, without any re-compression. That is the only way to turn photos into a PDF with no quality loss at all: the PDF shows the same pixels as your camera took, at full resolution, and text in a photographed document stays as sharp as in the original.

Many converters quietly shrink or re-save your photos to save their own server costs, which blurs fine print and adds blocky artefacts. Because this tool runs in your browser, it has no reason to do that.

Original quality does mean the PDF is about as large as the photos together. When you need a smaller file, choose Smaller for good quality at a much lower size, or set an exact limit as described next.

Job portals, university and visa applications, government forms and exam boards around the world often accept documents only up to 100 KB, 200 KB or 500 KB. To make a JPG to PDF under 100 KB, choose Under 100 KB in File size and convert. The tool makes the pictures smaller, step by step, until the PDF fits, while keeping them as sharp as possible.

This happens inside your browser, unlike most compress-to-size tools that upload your documents. When the PDF is ready you see its exact size and a tick confirming it is under your limit. If a limit is too small for the number of pages, the tool tells you honestly and gives you the smallest readable file instead of an unreadable one.

Three habits make small limits easy to reach. Choose Black & white for documents such as transcripts and certificates, which cuts the size sharply. Put two pictures on each page with Pictures per page when a portal wants front and back in one file. And photograph documents in good light, because dark and grainy photos need more bytes for the same clarity.

Always check the limit stated on the form you are filling in. If you already have a PDF that is too big, Compress PDF can shrink it to 100 KB, 200 KB or any size.

Page size decides how your photos sit in the PDF. A4 is the standard almost everywhere in the world; Letter is the standard in the US, Canada and parts of Latin America, and the tool picks Letter for you if your device is set to one of those regions. Same as picture makes each page exactly the size of its photo, with no white border, which suits screenshots, artwork and photo albums. More options adds Legal, A3, A5 and a custom size in millimetres or inches.

Orientation can be left on Auto: a wide photo gets a landscape page and a tall one a portrait page, so nothing is shrunk needlessly. Choose Portrait or Landscape to force every page the same way.

Margin adds white space around each picture: None for edge to edge, Small for a neat border, or Large for binding and printing. Picture fit in More options chooses whether the whole photo fits inside the page (nothing cut off) or fills the page completely (edges may be trimmed).

Many forms ask for both sides of an ID card, driver's license, residence permit, student card or Aadhaar card in one PDF page. Add the photo of the front and the photo of the back, open More options and set Pictures per page to 2. Both sides are placed on one A4 or Letter page, one above the other, neatly centred and the right way up.

You can put 4, 6 or 9 pictures on a page too, which is handy for receipts, contact sheets, or printing several passport-size photos on one sheet. The preview shows the exact arrangement before you convert.

JPG and JPEG are the same format with two spellings of the file extension, so a JPEG to PDF conversion works exactly the same way here. The tool also takes PNG, WebP, GIF, BMP, AVIF, multi-page TIFF and iPhone HEIC photos, and you can mix all of them in one PDF. That makes it a general image to PDF and photo to PDF converter as well.

iPhone photos are often saved as HEIC. You do not need to change your camera settings or convert them first: add HEIC photos directly and they are turned into PDF pages in your browser. Transparent PNG images, such as a signature or a logo, are placed on a white background.

Photos taken on a phone are often stored sideways with a hidden note saying how to turn them. Other tools ignore that note and put the photo on its side. Here every photo is turned the right way up automatically, and you can still rotate any picture by hand.

If you photograph documents with your phone, a few options make the PDF look like it came from a scanner. Black & white turns the paper white and the text dark, which reads better and makes the file much smaller. Grayscale removes color but keeps shading, which suits photos of handwritten notes.

Photos of documents are pictures, so their text cannot normally be searched or copied. Make text searchable (OCR) in More options reads the text in English, Hindi or Marathi and adds an invisible text layer to the PDF. OCR runs on our server, so the finished PDF is uploaded once for it and deleted afterwards; the option is clearly labelled.

You can make a PDF from your photos on an Android phone or an iPhone in the browser, with no app to install. Open this page in Chrome or Safari, tap Select JPG images and pick the photos from your gallery, or tap Use camera to photograph a document straight away.

Drag the pictures with your finger to reorder them, choose A4 and a file size, then tap Convert to PDF. Download saves the PDF to your phone, and Share sends it directly to WhatsApp, Gmail or Google Drive.

Your photos are not uploaded. Reading the pictures, arranging them, compressing them to a size limit and building the PDF all happen in your browser, on your own device. That matters when the photos are of an ID card, a passport, bank statements or medical reports.

A few optional steps cannot run in a browser and use our server instead: converting TIFF files, making text searchable (OCR) and adding a password. Each is labelled before you use it. In browsers with strict anti-fingerprinting protection, which blocks in-browser image editing, a size limit is reached by compressing the finished PDF on our server, and the tool tells you so.

When a file does go to our server, it travels over an encrypted HTTPS connection, is processed straight away and is deleted after you download the result. There is no account and nothing is shared.

Name the file before you send it. Change images.pdf in More options to something like Maria-Lopez-transcript.pdf so the receiver knows what it is.

Photograph documents flat, in good light and from straight above. A clean photo gives a clearer and smaller PDF than any setting can.

Check the preview for the order and orientation, especially with many pages. It shows the real layout of every page.

Keep the original photos. The PDF is a new file, so you can always convert again with different settings. To turn a PDF back into pictures, use PDF to JPG; to edit text from a scan, use PDF to Word.
